If you read the description next to their roll, it shows the range of the roll they made. They trick people because a lot of people just look at the roll result and not at the actual range of the roll.

It's not a cheat. With half a brain or simply paying attention would prevent it from happening.
When you do a /roll it spits out something like
Player rolls 1 - 100: 83
But if you do /roll 99-100 it says something like
Player rolls 99 - 100 : 99
If all people look at is the result and skip the x-y then yeah you could get scammed.
The bigger trick that usually works, though will get you bad rep in no time (unless they use a roll mod... i don't think it fools that)
/e rolls 1 - 100 (100)
format it so it actually looks like it. Again my paying attention you wouldn't be fooled. Since an emote is a different color then a /roll but still.
How not to get scammed with /rolls. Pay attention. That's it.
