Strange how you don't yet have a gem, but even then - it's a matter of whether you raid or not. Seeing as you are progressing normal, maybe in a couple of weeks or a month you will clear TES(much easier than HoF - totally farmable), and will have a chance for normal weapon - that's what you should keep the gem for. Purchasing a new gem would be 10k, a price not high, but not a spare change either.
Now to the question itself - until the gem, clearly, a socketed standard weapon is better. However, the gem offers a lot of parry from strength, as well as strength benefits of dps, which are important in late tanking.
But, if you are just casually doing normals and LFR - these 500 str will not change your life until you can get normal weapon, so dumping the gem for LFR crap would be a waste.
Remember - the whole legendary quest thing lasts throughout the expansion, with 5.1's reward being socket to the sha-touched weapon, which implies that you really are better to select the BEST option you CAN get and keep it for a while. For you it's true that expecting a heroic weapon isn't a soon possibility, but normal should be manageable in 5.1 patch. Get it - and get going.
Do not waste gem for LFR.

Random drop chance means random. Its not guaranteed after killing X number of bosses.

10k is nothing these days even if you dont play AH at all.

Actually if he does that dumping a gem into that "crap" is the best thing he can do just after upgrading it to 491. 6 weeks after that he it will give him 320 more mastery due to another gem (or w/e he plan to gem).
To OP:
Stay with scimitar for now and switch to sha touched as soon as you obtain the gem. Also should be first slot you upgrade if you care bout your dps.
