Firestarter made fire builds much more viable for PvP than they have been. Sadly, if you include Firestarter in your build it will also decrease your instance/raid DPS.

i would never have talentpoints in arcane and dont take arcane sublety and magic absorption, nearly free 80 resistance and the 30% chance to resist dispels are imba, and you would also want molten shields in fire

Two more intellect and Improved Blink instead of two PvP talents in Fire, namely Fiery Payback and Firestarter. I wouldn't take it. Mitigation? It doesn't get any better for this spec than Fiery Payback.
Also, 30% dispel resist for... what? Battles with this build would not last more than ~8 seconds, after that either your target is dead or, if not, you certainly are. What's there to be dispelled off you that matters so much for 8 seconds?
i said minor upgrade...
sure take fiery payback, gl remembering to use it
30% dispel resist... frost nova, cone of cold, buffs etc
EDIT: and here is a even better spec... 1sec phase to invisibility isnt that bad
