Generally speaking you make a scroll by enchanting level-appropriate armor or weapon vellum, check items S6field linked above. Once enchanted, vellum turns into scrolls that you can give away or sell. Scrolls can be listed for sale on auction house as well.
To make a scroll, you gather mats like you would for a usual enchant and get a piece of vellum. Vellum can be purchased from AH or you can get a scribe to make it for you. Select enchant you want from your book, click enchant and point to vellum. After normal cast time, you should end up with a scroll.
