Before mastery was only a tiny bit worse than crit, so it will likely be a tiny bit better.
You *do* want to get to the hit cap asap (I've posted about this elsewhere, or just look at any of the top spriests in the world), so priority will be:
Hit > Haste > Mastery > Crit
Also there is no haste cap, it is always your best secondary stat.

Any rating between the extra tick on one DoT and the extra tick on another has very little use.

DoTs will tick faster with more haste until you reach the threshold for getting another tick, at which point the total duration will reset to base and add another tick (which is also an increase to the tick rate). Consider the value of cast time increases alone - if your claim was true haste would have been worthless when it didn't add ticks and it certainly wasn't.
Your counterargument regarding hit is not very solid either. :p You can still be in heroic raiding gear and not be hit capped at which point you'll have to decide whether to get more hit through reforging and gemming or not. I'm not sure what you mean with the second sentence in that paragraph, there are more options than those if you're talking about reforging even if that will often be the main choice.
The actual argument behind said top priests going for the hit cap (discussed at some length in the topic linked) is that hit is not that valuable according to Simulationcraft,
but
that Simulationcraft makes unrealistic assumptions about reaction time in case you miss spells and have to recast them, resulting in a value for hit that is very likely too low in a real encounter. This is what Tenpenny described in the post you linked.

I suppose the 'top <classname> does it like this, so it's the best' argument ticks me off for a bit, because it's a fallacy.
I don't like "Argument from authority" fallacies either, but this isn't the same thing. I'm not saying "hit cap is important because this guy who is good says so". It's the other way around, I'm saying that we have real evidence that the people doing the highest dps in the world are all hit capped.

Going for the hit cap at entry level raiding measures a DPS loss, due to how much you would have to get in place of other stats. I have found this to be less true for shadow thought with the incorporation of spirit to hit. Other classes have it savage though.
