I leveled holy (with spirit tap) to 40, then switched to shadow. The DPS talents in the early part of the holy tree are just plain better than what shadow has to offer before shadowform.
Adds have never been much of a problem. You have a shield, you have heals, you have an AoE fear (that's admittedly puny in early levels). With enough spirit, you'll rarely have downtime. It's not quite as fast or loleasy as levelling a hunter, but I'm enjoying it.
