Drain Life is not a spell that will ever allow you to reach your best dps. It can allow medium to good dps and largely increase your survival/autonomy from healers who can then concentrate on others, but if you want to max your dps you WILL have to be shadowbolting as often as possible.
(all this said from a PvE point of view)
