So i've been reading a bit recently about this 1 item.

I've farmed Sfk 20-25 times. I know the drop rates low. 1 post says 11.2% chance of getting a BoE Blue per run. Some say they drop only on level 21 mobs ( bosses ) I'd like to Know the real truth in this. Which Mobs does this item drop from. What is the % of getting this item ( or say 1/11000 runs )

that 0% can be determined as a .01-.09%
