It's a decent HShs build. As for PVE, it's not going to perform tremendously well, but it won't perform too poorly either. It's fine for Karazhan and ZA (unless you're attempting a timed run - which I'm guessing you won't be). If you start breaking into PVE any further though I'd suggest taking a more PVP+PVE friendly build such as 0/31/30.
