Frost Strike, Tundra Stalker, and Howling Blast are core frost talents. You're seriously gimping your threat by not going 51 points into Frost. I suppose it's possible to tank with one of your builds, but you would probably suck hard.

At 74, I would use
this
for Frost Tanking. You'll have a far, far easier time picking up mobs and holding aggro on single targets.

Death Rune Mastery is useless for this build. Should pick Scent of Blood instead as you gimp yout tps severly already by not going deeper into frost.
Also Icy reach and Lichborne should be changed for Chill of the Grave (unless you plan to self heal a lot in Lichborne). No good use for Death Chill with this spec either.
Hybrid builds may work in gimmick cases if you choose a Hybrid of 2 trees. But 3 tree hybrids are just too weak.
