"and a Shaman who can ...?" React.
Yep. We don't really have much. Hex is a nice addition, but with the extensive CD, it has it's limitations.
Keep in mind that a lot of what we bring to the table is reactionary. Running mob, frost shock it or drop an earthbind. All of the different totem benefits. Earth shock and now wind shock.
While I hate to admit it - if you need true CC, we aren't really designed for that role.

One of the largest uses I've seen for hex is as an additional cc. Put in a better way, a cc when something fails or goes wrong. If a mob misses a hunter's trap, or if another cc is about to run out, hex is a good way to buy time if you know your group isn't going to get to that one. Also, in the case of a pat or an accidental pull, hex can help by allowing your normal in battle cc (sheep, trap, repentance) to extend themselves after their first cc is taken care of.

Repeated Frost Shock is the only way a Shaman can kite a SINGLE opponent (whenever there's two, it's worthless), and it takes away its utility in both interrupting and stealth prevention by not being able to use the other shocks.
Earthbind Totem is not nearly as good as, say, a Frost Trap. All you need to do is wink towards the totem and it's gone...
Hex is a good addition but will not make Shaman a CC-capable class (which I'm not saying it should be)
< but still it's not good to have false knowledge of a class >
Or you could, say, drop an Earthbind while they're in range and enjoy the instant snare it places before they even get a chance to destroy the totem, Ghostwolf, and then apply Frost Shocks/Earthbinds as necessary.
Earthbind Totem is BETTER than Frost Trap because you can lay it more often, it instantly snares everyone in its radius rather than requiring they run over a fairly obvious 'button' and it generally eats a GCD/mana from them by being tauntingly destroyable.
I mean, Frost Trap is good in the sense that once it's down it's down, but who is dumb enough to run through that giant white patch TWICE?
Shaman have an -excellent- range of CC and Hex just adds to that by actually being a shutdown rather than a snare.
