Discerning Eye of the Beast is IMHO more useful than Swift Hand of Justice. The spell power is suboptimal, but the mana return is very helpful, especially before you get Improved Stormstrike and Shamanistic Rage.
You definitely want to focus on the shoulders, chest, and weapon first though.

It's too fast; you lose a lot of oomph from Windfury procs in the 30-39 range. It's not bad, but you'd rather have the Arcanite Reaper. The axe is more versatile, too, if that matters to you.
On the other hand, if getting the Lava Dredger convinces you to slap 25 agility on it instead of Crusader, that's probably a net plus.
