Shin'ka vs. Greatsword of frozen hells

So i checked out the stats for both of these weapons and i noticed that the
Greatsword of Frozen Hells
is WAY better than
Shin'ka, Execution of Dominion
but what confuses me is the items that are obtainable for the shin'ka. If i had the best gems for shin'ka would that weapon still be better than the greatsword of frozen hells?
