It wasn't a lag for sure and i sure don't believe it was a fast mouse turn..... IDK?
Not lag in the conventional sense like entering Dalaran or anything. Even if you have an amazing connection there's always some sort of latency when the server communicates with your CPU. That's why you always seem to be ahead of the pack when running in groups/moving out of fire/etc.
He/she was probably turned and spamming their bind while you were still registering the first DoT damage, but it didn't appear thus on your screen.
