All of the mobs that you used to do this on in Blasted Lands were fixed to not skill up weapons anymore. I'd suggest doing some solo grinding with the new weapon in the Offhand, and an old weapon in main hand so you don't lose too much DPS.

I've heard that bombing run targets are a good choice - they usually have extremely high health and extremely weak attacks.
The Scourge on the Isle of Quel'Danas, for example.

If you're level 80 try using Violet Hold (Normal) and just kill the endless stream of mobs that come before you start the event.
