Speed on item tooltips is the time between attacks, a greater number means a greater time between attacks, which means they are relatively slower.
If you see something/someone say you should use a slow weapon, it should typically be 1.8 speed (1.9 and 2.0 are even better) as a dagger, and 2.6 speed (2.7, 2.8, 2.9 are better as well) as a sword/mace/axe/fist.
Fast offhands are essentially all 1.4 speed daggers at this point in Warcraft.
