first off, stop hurting yourself and spec into improved frost presence, no tank in his right mind would not take 2% more health with 2% increased healing effect on themself for 2 easy talent points.
second, epidemic looks like a great threat talent as it will allow you to keep up 2 diseases with ease but the change in TPS from Rime proc= PS on next disease reapp is not great enough to validate it(while using glyph of HB). not to meantion, the only real glyph choices for that slot would be once you get geared would be UBA and IT if you decided to go with that 2 disease rotation, or you could leave it in there for some reason for AoE which you will still use a 1 disease rotation. the reason why one takes scent of blood, because even with rime procs we tend to have periods where we do nothing because runestrike took all of the runic power and our runes are used in 4 GCD's constantly, leaving many open GCD's open where we are just autoswinging.

too much filler for me to like it tbh as everything is either it's mute point when it finally gets used or your just doing something wrong and need to stop before you hurt yourself even further if you actually make use of it (like runic power mastery unless there is three tree's with revitalize in the raid or you simply don't que up runestrike). considering how ToC raid is like i would actually talent into hungering cold and endless winter just simply because it opens up alot of viability(endless winter on the second and third boss especially so far).
OK.... Cleaned up those specs a bit, I still don't consider Hungering Cold to be of any use in a PvE environment unless you don't have any Warriors/Warlocks/Hunters/Druids/Mages/Spriests/Rogues/Deathknights/Eleshammies/Paladins deepsin' in your raids... You can pop it for 40 RP, and have it break half a second later on all affected targets due to non-disease damage.
Endless Winter is an entirely PvP talent, but I won't argue that it does have some viability on a PvE spec, assuming you don't have many kickers in your raids, or the ones you do have don't have it on their bars... I guess...
I concede that you made an excellent point about RP Mastery/Scent of Blood, and.... Epidemic used to be better for Frost TPS output. This is an IIT spec
I would consider, although I would rather have the points from Endless Winter in Merciless CombatThis has no IIT
, but picks up 5/5 Bladed Armor, and 1/2 Merciless Combat... While keeping 2/2 Endless Winter.
Also, small naggle, Improved Frost Presence doesn't increase healing received, simply reduces damage by 1% / 2%, still definitely worth taking on a Frost tank.

Granted, I haven't been asked to tank any hard-mode bosses, but this
is the spec that I run with for most of my tanking purposes. I've stuck with single disease after the patch and haven't found any issues with holding threat on single targets or AoE packs. Yes, it doesn't have the self-healing of blood, but it's got a lot more AoE survivability with UA (especially glyphed).
If you had to choose one glyph over the other, Obliterate is better than Frost Strike. Look at the number of times that you're actually hitting Oblit vs how much of your RP is going into Frost Strikes.

I always go for IIT, mainly because I never raid with an enhance shaman, and anything that can increase the dps of my group I am for doing. 12/54/5
is the build I prefer. I miss acclimation and may spec out of bladed armor for acclimation once my gear gets a bit better.
IIT is a great raid buff, and is widely loved by all melee users. Merc Combat is a filler that increases your threat and damage when targets are under 35 percent.
