your 17% is very likely to be before devastation (which doesn't appear on your character sheet. this would mean an actual 22% crit rate which is fine. the old ISB buff meant that there was a minimum crit rate that people needed to achieve. that's changed a little. crit is nice, of course, but 22% is fine for now.
SB is a questionable addition after conflag but saying that throws the whole concept of conflag/backdraft into question... i'm not crazy about it.
there's a fix coming in the next patch but i still get better dps on the PTR with 41/30 and (way more with) 31/40 than a deeper chaos bolt build.

no, actually the problem is that, with devastation, my crit is 17%...
no, really, your crit rate is 17% BEFORE devastation. as i said it doesn't appear on the character sheet (or the armoury) because it's specific to destruction spells. your actual crit rate is 22% which is a little low but not worth worrying about. upgrades will come.
btw, the way i knew that wasn't really your crit rate without looking at your armoury is because destro locks get 8% from talents which would mean your crit rate as affliction would be 9%. with zero crit rating and the only bonus coming from int, warlocks have more than that.
also, your build makes concessions to PvP which lower your damage output. it's your choice but you can't expect to be competitive in a raid or PvE environment with a PvP build.
