Like any healer spec, resto won’t finish up quests as quickly as more DPS focused specs….but it really isn’t that bad. I’ve just leveled a shaman to the early 20s as resto and it was quite painless. You do have some offensive tools (lightning bolt, shocks, primal strike, searing totem), and of course you have good survivability (decent armor, earth shield, self-heals). However I find that resto is pretty limited in its role as a healer until level 20 when it learns a quick, powerful, expensive (‘emergency’) heal, healing stream totem and water shield (which helps with mana restoration). You might want to level 10-20 as elemental or enhance, then re-spec to resto at 20.....but it is not necessary. You can level that far as resto easily, just don't count on being an awesome dungeon healer before 20.
For questing, with any low level shaman, you’ll want to start at maximum lightning bolt range (should be able to shoot a couple of bolts before they close, more if you are elemental). For single mobs it may not be worth dropping totems at all, although as resto you’ll kill them faster by dropping searing totem. Earth shock will slow down their attack speed as well as do decent damage, so you should use it on cool down once they are close to you, and Primal Strike is also worth using on cool down once you are in melee range.
The other totems you start getting at low level are the earth totems, as for when to drop them you’ll have to find what works for you. In general I don’t bother for solo questing unless I expect to be standing in one spot for a while (such as when you can pull in mobs one after another with lightning bolt).
Ghost wolf is a wonderful ability for extra mobility before you get a mount (and always when inside). Enhance can get talents to make it instant cast which is fantastic, but even with casting time you’ll make good use of it as resto. Shamans do get a lot of diverse abilities, so make sure to keybind them all and don’t forget about them…..by 20 you’ll have purge (remove opponent buffs), wind shear (spell interrupt), a rez, three different shocks (each with their own advantages), and three different ‘shield’ spells (two if you aren’t resto) with entirely different purposes and uses.
When healing as resto, always keep earth shield up on your tank, remember that you have no heal over times and no instant cast heals, so you need to be positioned properly (i.e. where you can see your target) before you can do any healing on them.
