Well I think he's talking about leveling, and if he is then in his case yes you want slow/slow.

I looked at this guide, but in the table below what does EP mean?
For Combat:
Stat EP
Str 1.1
Agi 2.0
Crit 1.5
Exp 1.6
Haste 1.4
ArPen 1.2
