I'll actually answer the question....

If you have slow 1h weapons with high topend damage, dual wield frost can be pretty win as far as dps goes. Even in @#$% gear you should be pulling more dps than you are getting however. I am of the opinion that your spec might be off, or your rotation might be off.

if completely unspecced you have at least 3.5k AP with just your own horn of winter on for buffs, go into an unholy subspec *thats 18 points going down toward blood caked blade*

If you dont meet that requirement, go blood subspec to pick up extra AP from bladed armor.

Also be sure to hit 26 expertise if you plan on raiding, make sure you hit at least 5% hit for melee attacks, and have fun above all

For dps there is a nifty addon called Face Smasher. It does a pretty decent job helping me manage dots / abilities when im busy watching my feet for fire and not watching my rune cooldowns or my hotkey cooldowns.

Give it all a go and report back your results =D
