There is a path on the south side of the mountains leading up. It's hard to find, and winds a good deal, but it's there.
Once you follow the path, it will be easier; it gets marked in the mountains.
There is a raid dragon in the Grove; however, you do NOT have to fully enter the Grove in order to get credit for discovering the area (for the achievement of exploring). Just creep forward until the discovery is credited, then ride back.

This. I got the discovery just by going up the hill and poking my nose into the area. I slowly backpeddled as I saw a HUGE dragon coming my way. Be aware, there are other areas in other zones much like this, where a world boss dragon is near an emerald gate. A healthy search on this site will show you where.
