Actually swiftarrow was a pretty decent boot for me from my BoJ and T4/T5 gear. Had to retain all my +hit rings, trinkets, necklace.
DPS increased by a 250-400.
And I will keep it as I replace it so I can go into the BG's with something decent.

I found that being a LW/Skinner the mats were really easy to get. As my previous gear was S2, this was an upgrade from the PvE side.
I did craft Eagle Bane bracers (

) instead of Switfarrow Bracers (

) as well as bought Spaulders of the Black Arrow (
http://www.wowhead.com/?item=44257
) instead of going with the Swiftarrow Shoulderguards (
http://www.wowhead.com/?item=43449
)as I hit revered shortly after. My dps is still very respectable in the few heroics I have done so far. My hit is just over 1% shy of cap, but my crit has suffered (just under 21%). But my steady dps has been pretty good (I use a cat btw).
There is room for improvement of course, but I think I set myself up pretty good for the heroics and 10-mans.

Spaulders of Grounded Lighting
has the exact same stats as the Swiftarrow shoulder.
If you consider the mats, the craftable shoulder is a lot more expensive (like, it'd be a lot better to AH the mats and buy the Kirin Tor one).
But, as far as PvE goes, this gear is subpar.

The Swiftarrow stuff is good but by the time you can actually wear it you can probably get better from rep vendors or make better stuff from trainer recipes. I'm a Leatherworker and have made some Swiftarrow stuff but I'm finding that there's rep vendor stuff better for most of what I've made already, and I'm not even high enough level to wear any of it yet.
The whole gear/rep/level balance is way out of balance now. I have faction rep well ahead of being able to buy their gear, by the time I'm at the level to get the gear I've either got better (ie from crafting) or comparable or will be trading out in another level. It's silly.
