Maybe it's stupid question but I am new...
Can I whisper to someone in-game eg.
Realm: Terrokar, Player: Playeer
when I
haven't opened the game?
Do you know any programs which allow that?

Not sure if this is what you are after, but the programme allows you to communicate with your online friends from all typs of games. But they all need to have for it to work. Or just log on to wow ;P
