I'm in no way an expert, but I did some rough maths on this:
let's say you have 34037 (plucked from my own tank gear) armor, which gets you about 34991 if you use the armor meta. This makes a difference if let's say 1k armor. Which in turn is about 0.8-0.9% physical damage taken. (These are all very rough estimates since I'm just switching around some gear, so forgive me if these numbers aren't correct.)
69 mastery in turn turns out to be more or less 0.38 mastery, which is 0.575% block and crit block chance.
So if my numbers are more or less correct, which I think they are, this would mean that the armor one is better, and pulls further ahead in gear introduced later in the expansion.

EJ forums seems to have a consensus that the Stamina / Shield Block meta is best.

FleetSD doesn't scale with gear, while both the 1% block and 2% armor do. So, I'm sure you'd see FleetSD being better in low level, un-reforged gear, but once you actually start gearing and reforging for mastery, the block meta has been show to be your best bet.

this is the reason the meta gems with % increases are almost always best.
