Sigil of Deflection: Your runestrike grants 136 dodge rating for 5 seconds.
Sigil of Insolence: Each time you use your Runestrike ability, you have a chance to gain 200 dodge rating for 20 seconds.
Is the longer stronger buff worth the decreased chance to proc?
plz help!

Testing would seem to indicate that since it only has a 10 second internal cooldown, based on the duration of the buff, I'd still call it an upgrade. Especially on fights where the attacks aren't coming in as quickly, so you're not rune striking every 5 seconds

Ive personally had both the 226 sigil and the 245 one. Had the 226 sigil first, once ToC patch came saved up for 245 one ASAP. Here is the breakdown:
226: Guaranteed proc, 5 second duration, 136 Dodge Rating.
245: Possible proc, 20 second duration, 200 Dodge rating.
Actual results:
On paper, having a guranteed consistent proc may seem better, but actual testing proves much different.
What really happens is that belive it or not the 245 stays up more consistently than the 226. Here's why: in order to get the 136 rating from the 226 one, you NEED to land a Rstrike at least once every 5 seconds. Considering that getting 2 avoids (parry/dodge) within 5 seconds can be tricky or even near impossible (depending on your gear), and is largely based on luck, it will be hard to pull off. This is because bosses will hit you every 2-3 seconds, and that MUST be an avoid to proc. You also need to have the runepower, have it land, and not be running and positioning.
The 245 is far superior. It seems it has around an 75% chance to work. and that means once it goes up you have TWENTY seconds, rather than FIVE to land a rune strike or two, which is MUCH more mangeable, and wont put additional strain on you in movement and positioning-heavy fights.
To Conclude: the 245 has a high enough procrate to be kept up consistently, and 200 dodge is no laughing matter. It is easier to keep up than the 226, puts less strain on you, by giving you a bigger window of time to pull it off.
245 is better. worth the badges. get it.
