Enhancement was THE best leveling build before 3.0. However I'm gonna stand up and defend Elemental as I'm having 0 downtime leveling as one. You can check out my Rosic link in my forum signature. As long as I'm being hit and I keep Water Shield up, my mana barely goes down. Plus I'm popping crits constantly (I'm not joking) so around half of my Lightning Bolts only cost 60% of it's regular mana (-10% because I have the lightning bolt glyph).
Keep mana spring totem and water shield up and boom no problems leveling at all.
I'm in the Plaguelands right now. When I was leveling as enhancement in 2.0 I had downtime because I'd usually go oom after 5 fights around those cauldrons. As Elemental in 3.0 I never stop and drink. Never!
Go Elemental! From lvl 1 to 54 I've
probably
only drank
50
147 times. That's 2-3 drinks per level (not excluding times where I drank in between duels or where an alli ganked me and I ressed, ran away, then drank).

That's true but you shouldn't forget that enhancement has improved quite a bit too. If you use water shield instead of Lightning shield you shouldn't have downtime at all.

That's true but you shouldn't forget that enhancement has improved quite a bit too. If you use water shield instead of Lightning shield you shouldn't have downtime at all.
You are correct that there would be less downtime as enhancement with water shield. I honestly think both specs are great for quick leveling. Both have their perks and both do great damage. :)

This is just my two cents but I've always been a melee person and the whole Tauren look's perfect for it, lol...what better way than to bash mobs' skulls in but as a huge bull?
