The Meteorite Whetstone, in my opinion, is a better item. While the Tears of Bitter Anguish would be a great starter item if one found it, I wouldn't spend the money on it. Get the fabled
Mirror of Truth
instead and hold out on the other.
I am unsure if it has an internal cooldown. I would like to think so, but there's nothing mentioned in the database concerning it (the same holds true for the Whetstone). Anyone know for sure?

Also, the meteorite whetstone procs on melee/ranged hits, not crits. Since crit is more valuable than haste, the haste proc is higher, and it has more opportunity to proc (both rate and on any hit), the whetstone is the better trinket.

internal cooldowns are all of 45 sec for this type of trinkets. meteorite whetstone also have a cd but its not shared with any other it seems (i tried meteorite + dst and i got simultaneous procs for enormous amount of haste lol)
