The "holy mage" you are referring to is more commonly known as the "lol smite" spec.
This build has alot of utility in my experience and is the only build I've been using since 70.

Is the build I've been using. The poster above has a similar build but I think you'll find mine a little more useful.
For solo PvE you of course have your smite/holy fire which amounts to good burst damage. With this setup I've often topped the DPS charts in 5 mans. Keep in mind this is burst damge though and won't work well in raids or long encounters.
This build works pretty well in the Arenas as well, spirit of redemption being one of the more powerful talents out there. You also get access to a few other strong survival talents.
And of course after all that DPS, you can still heal relatively well for BGs/Arena/5 Mans and maybe even raids.
