Yep, phasing. Basically, everyone is in an instance, and when you complete certain quests, you move on to the next version of the instance without even realising it =P
The same thing is used in a lot of northrend quests, its a new mechanic that blizzard introduced for quests with this expansion to add more realism and storyline to the game.

Yep, and it can be annoying. A guildmate wanted help finishing off his last level in Storm Peaks. I had already done the first few quests, and I was already out of phase of him, so there was nothing I could really do to help him.

For the most part though, there are few if any group quests (that you can't solo) at level 80 in those phase zones. Its a nice edition I think, now when you slaughter a town and come back... its still slaughtered!
