With recruit a friend, the recruited friend can grant levels to a lower level character of the one who recruited them.
Once my husband's warlock got to level 60, I asked him to grant levels to one of my lower level alts. She went from level 33 or so to level 60 in one day. It must have looked very odd if anyone was watching. Ding! Flash! Ding! Flash! Then this totally undergeared little troll running through Shattrath yelling WOOOT! Level 60!

Then my friend who recruited me got me to grant her mage a few levels. Good times.

Recruit a friend works like a charm, although my lock had to do some AH shopping. Walking around in level 30 gear at level 60 can be quite... interesting.
It's one level granted to a lower level character per two levels
earned whilst teamed together.
The triple exp and level granting stops at level 60. (Also the "summon friend" spell stops at that point).
Actually, you don't have to be grouped together while leveling to grant levels. I wasn't grouped together with my friend when I was granted my levels, but I was still able to use my freshly leveled 60 to level her mage up. Unless they've done a major overhaul of how granted levels works, it's straight up one level grant-able for every 2 levels above the other player's character.
I.e. a level 60 character could grant 5 levels to a level 50, ten levels to a level 40, etc. up to a maximum of 30 levels (to a level one).
