Well, from what I can see, TTC is a nifty little trinket. If it follows the same rules as TLC, then all you talented bonuses to Lightning bolt affect the bolt this throws out. Im thinking of going back to get TLC and get this as well...at least to do my leveling with.

As noted on the item's page, you will gain charges as fast as you crit despite what the tooltip says - the 2.5 second wait time only applies between the trinket firing an LB and starting a new stack of charges.

I'm not sure at this point Far. the Six Demon Bag was not affected by spell power, and when you click the proc on this item, it shows an unknown spell, so I would lean towards 'no' but that's just based on how other trinkets have performed.

From what I can recall... it is not affects by SP. However, it IS affected by any talents that increase LBs dmg and crit.

Outside of long raid fights (thinking heroic bosses here) you might want to equip both TTC and TLC so that when you hit EM, you'll gain charges faster than you can keep track of.
I'm too dumb to do the math, but i'm pretty sure that if your crit chance is high enough, using both of these trinkets all the time could be the best option for dps
