Is he on the PTR like he's supposed to be? No? Then you can assume that it has been delayed or "canceled" as you put it. I can assure you that he's not hiding in the corner of the rafters waiting to jump down and one hit you.
If I said/asked "wow, we were supposed to meet Jim at 12:00 and it's 12:15, are they late?" did I not answer my own question by saying he's 15 minutes behind schedule?
