To execute or not to execute [pvp]

1. PVP scenario. Fury spec without any points in executioner.
Would it be best to continuously execute your target if they are below 20% health until they are dead or above 20%?
2. PVP scenario. Fury spec with 1 points in executioner.
Would it be best to continuously execute your target if they are below 20% health until they are dead or above 20%?
3. PVP scenario. Fury spec with 2 points in executioner.
Would it be best to continuously execute your target if they are below 20% health until they are dead or above 20%?
Just wondering, because i thought execute use to suffer some sort of DR in wotlk, but it seems to have gone away. It seemed like it did less and less damage consecutively even with more than enough rage. But now it seems to do the same damage as long as you have tons of rage no matter how much you spam it.

Talents? Not worth the two points. Spend those in a PvE build. The reason it should be RB before Execute is mainly because RB has the potential to hit harder than Execute.
it is if you're raiding, and the boss is less than 20%, not enough rage to get RB, but enough to spam execute...
pvp scene, probably during one on one, and the opponent not being healing type wearing plate...
