Only digging out sites in (Continent X) will open new sites in (Continent X).
If you only dig out sites in (Continent Y), the sites in (Continent X) will be the same forever and ever, until the end of time.

The absolute best way to get Uldum dig sites to spawn, based on tips from others I have talked to and my own experience, is to draw an imaginary line from Orgrimmar to the west coast of Kalimdor.

Now, clear all dig sites south of this line. Do not go north of this line unless the only available dig sites are there.

Do not clear dig sites in Mt. Hyjal, unless by some weird coincidence all 4 spawn in Hyjal.

This method may just be something that mentally makes you feel like you're increasing your chances, but i gotta say, I DID get 3 Tol'Vir sites in a row yesterday by doing this, and then a short time later also got a 4th one as well.

Even if the benefit is only one of perception, it's working for me because I feel slightly less tempted to throw my monitor out the window while doing archaeology and waiting for the random LFD to pop.
