A few ideas.

Divine Shield - 21 Point Holy Talent.

Divine Protection - CD lowered to 1 Minute.

Crusader Strike - 110% Damage + 80 additional damage per judgement on the target.

Hammer of Justice - 21 Point Protection Talent, 3 second stun + silence duration, 30 second CD.

Judgement of Justice - 30% movement and casting speed reduction.

Judgements now cost no mana to cast.

Major Glyph of Seal of Blood/Martyr - reduces the damage taken from Seal of the Blood/ Martyr by 5%.

Righteous Crusader - Your Crusader Strikes increase your attack power by 10% for 10 seconds.

Seal of Command removed.

Just a few ideas, discuss.

I don't like any of it to be perfectly honest. DS a Holy talent? HoJ a protection talent? 1 minute Divine Protection? what? These changes would make no sense and the suggestion to make changes like these speaks of inexperience with the class and the game. I hate to be a flamer, but this makes no sense at all.

Edit: This game is made for players to go PVE and PVP. you cannot weight the talents specifically for PVP.
