He didn't ask if he could make it on a new server, just if he could move it to a completely new account without a level 55 character on it.
Anyway, I do not know if you can.

You can do a paid transfer to another account via the $25 realm transfer thing, the only requirement blizzard has with putting characters on another account is that both accounts must be owned by you (e.g, they're both in your name).

I don't believe, as of now, that you can transfer a death knight to another account that doesn't have a level 55 on it, because, patch 3.0.8 hasn't been released yet, hence, it requires that you have a level 55 on the account the death knight is on to have a death knight.
So as of right now, no.
Once patch 3.0.8 is released? Probably.

The current restriction only applies to creating a Death Knight. Once you've created it, you can do whatever you want with that Death Knight, or any other character.
For example, if you two characters on Realm A--a level 55 warrior and a 55 Death Knight--you can delete that warrior and still keep the Death Knight. Or, you could transfer the Death Knight to Realm B--where you have no characters--and you will still be able to keep the Death Knight.
You can transfer your Death Knight to another account and still keep it. The only thing is, though, is that both accounts must meet these requirements:
- You must be the account holder on both accounts, and the first and last names much match identically (Blizzard only supports account-to-account transfers if the account holder on both accounts is the same person)
- Characters cannot be transferred to from a locked, banned, or suspended account
- The account you are transferring a character to must be upgraded to the same expansion as the account you are a transferring a character from; or, the account must be upgraded to the next expansion. That meas these types of transfers are allowed: Classic to Classic, Classic to BC, Classic to Wrath; BC to BC, BC to Wrath; Wrath to Wrath. These types of transfers are not allowed: Wrath to BC, Wrath to Classic; BC to Classic.
Hopefully, I've ever covered everything. The essential thing is that Death Knights act as any other character when created. The only restrictions to them applies to when you are creating one.
Until the next patch, you can only create Death Knights on realms where you have an existing level 55 or higher character. When the next patch is released, you can make Death Knights on any realm, so long as there is a level 55 or higher character on the account.
Edit: I wonder why this thread got moved to the Druid Forums...

agree with this, and the rest of what he said is pretty much true, not worth quoting all of it tho, taking to much space ^^
