Since transmog only changes the appearance of the item, not the stats, yes.

As long as you can equip an item and it's the same type (ie. Axe to Axe, Sword to Sword) you can transmog it, regardless of stats.
In 5.2, weapon restrictions will also become much better, allowing you to transmog different types of weaponry to each other barring some restrictions still.
