Really depends on what you are needing and how often/good you are managing your cooldowns on your use items. Myself I go for more the on equip since it's always active thus don't need to watch it. Keep in mind the on use part has a cooldown as well.

It depends on your own personal needs:
If you're looking in a constant stat then go for equip (probably best for leveling), as it's always there
