Ahhh...I was in exactly the same position a while back. What I did was run Wintergrasp any time I could, and build up honor, and then buy Gear from the vendor in WG, and the Honor Quartermaster in Orgrimmar.

Yep, people say it's PvP gear, but it will really be a good upgrade from your Frostsavage stuff. You can also buy better stuff on the AH, although that might be very expensive.

I picked up Merlin's Robe for 9K the other day :)

Also, run Regular ToC.

Yup, if you can get into a good Regular ToC group, you can get some upgrades pretty quickly. I'm still trying to get geared up also, but in four runs, I scored two upgrades in less than an hour. It's pretty fast and as long as your group has been there before it's not a hard run. All epics also, so you can do well getting your gear up to par quickly.

Your spec is a little messy - this would work better.

The whole point of Arcane going into Frost is for Icy Veins, and Frostbite is just filler while Icy Floes can be useful for Arcane.
Magic Absorption is mainly PVP, while Incanter's Absorption can give huge damage boosts in some fights.
Slow is optional, but not amazing for PVE.
Incineration should be filled.
