Is it possible to throw on Rejuv rank so and so and then cast rejuv rank so and so minus 1? Effectively throwing to instant cast heals on you for more HoT? This would help me tremendously when leveling in cat form and getting beat on by multiple mobs.

Not really, imagine priests walking around with 2 ranks of PW: Shield buffed or frost mages with 2 Ice Barriers :P

The standard answer to getting beat on while levelling in catform is to hot and go bear, lose some dps but the survivability more than makes up for this.
