What comes to Dalaran, it used to be inside a purple bubble in Alterac where the mages reconstructed it and then flew it off to Northrend. There is no bubble there anymore but the imagery on mapwow.com just hasn't been updated yet.
The rest of the areas you mention are just patches of ground that didn't have any use during the original development of WoW, and most likely will stay empty. The release of TBC didn't bring any use to old areas in the world either, save for the Caverns of Time.
edit: Right. How could I forget about Kara?

The bubble is still there, over a huge crater now.

There is a chunk of land south of Silverpine Forest, blocked by something called the Greymane Wall:
The Greymane Wall was erected after the Second War by Genn Greymane, as the nation of Gilneas isolated itself from the Alliance because of a dispute surrounding the internment camps for the orcs. It is a large wall with a portcullis, located at the southern edge of Silverpine Forest (near Pyrewood Village) and the northern edge of Gilneas.
The Greymane Wall is the only evident site in Gilneas. This enormous gray wall marks the boundary between Gilneas and Lordaeron. No guards stand at its battlements or man its gates — the wall seems dead. Nevertheless, refugees from the north camp in the wall’s shadow, hoping for succor. These unfortunates never see a Gilnean and are easy prey for the worgen that occasionally stray this far south from Shadowfang Keep.
It is believed that those on the other side in Gilneas may have been spared from the plague, though no word has been heard from them. Many refugees that have escaped the plague have made camp outside of the wall, but its gates have yet to open.
Thanks Wowwiki.
EDIT: Just for lore-sakes, the other 3 sides are on water, and are high cliffs, which block access by boat.
