Is this for elemental or enhancement? For elemental, UE is not worth it as part of the standard rotation, but you can use it when you have to move. UE is part of enhancement's rotation, but Lava Burst does not work with Maelstrom Weapon.

What's the difference between a Lava Surge proc'd Lava Burst compared to a normal one? There isn't one. It's a DPS loss to cast UE unless you're moving and don't have the Unleashed Lightning Glyph. Plain and simple.

except for the procs are instant, so it takes the same amount of time to cast UE then LB as it does to hard-cast LB.

This is true, however you could also just cast the instant LB and resume rotation which would still be higher dps than using UE.

There is only one situation where I use i right after I re-cast , cast a quick Elemental Blast (hoping to get the mastery or haste buff, as the crit-buff doesn't do much for Lava Burst because it's already 100% chance-to-crit) and subsequently start my burn-phase: use , Bloodlust, a Potion of the Jade Serpent and Ascendance. By the time my first Lava Burst hits the target it will be buffed and I'll be spamming it 'til the end of Ascendance.
