You can make a scroll by enchanting a piece of
vellum
on your alt. Mail the scroll to your main and use it to enchant your main's soulbound gear.

As far as I know, it is not on vendors. At least I have not seen it sold by NPCs and my searches are not bringing up any NPCs selling vellum. AH may be your best bet if you do not know any scribes that are willing to make it for you.
And no, you're not the only one who thought it a little funny that vellum making does not involve any skinners or leatherworkers. Come to think of it, probably still not as strange as carrying around three sets of armor, enough food for a week and a mammoth in my backpack or the infamous "plate bikini" effect :).

On the other hand, vellum is high quality parchment, so apprently inscribers are somehow making it better quality by applying ink...
I read, somewhere, that the word
scribe
is what you meant to say.
Pedantry is so much easier in Sci-Fi.
Meh. Seems about the same to me. :-)
Knowing that vellum and parchment are both made from animal skin begs the question: Why can't skins be turned into parchment by scribes, or even skinners (though then skinning ceases to be a gathering profession if you can craft anything).

Hah, that'd be good idea to put somewhere spell for making parchment from skin; just like pigment from herbs maybe? so it'd be milling + parchment making and it'd give you another choice for scribe second profession.
