They visually match the Stormshroud set; good news is, they're craftable by leatherworkers, the pattern is an Argent Dawn rep reward (at Honored).
EDIT: I just checked in WoW Model Viewer, the color doesn't match the blue/gold Stormshroud set, these boots are grey/gold; my bad. :{
