According to the description on the PTR...
"Stings the target, draining 20% of mana over 8 sec (up to a maximum of 40% of the caster's maximum mana)."
Is "caster" in this case me, or the target? I would assume me as I would think the description would say target instead of caster.
So say you have 10k mana, that means you can't drain more than 4k mana from the target? So if the target has 100k, 20% of it's mana is 20k, but you can only drain 4k?
Sometimes those descriptions can be taken a different way, but that is how I read it.

Also, they could drain a ret paladin dray in seconds...which is why i am surprised they are nerfing the mana draining, its obvious blizz hate paladins quite abit.

You viper sting your target, draining 20% of YOUR TARGET'S mana. To not have viper sting drain massive amounts of mana when used on raid bosses they added this bit:
The amount of mana drained cannot exceed 40% of YOUR (the caster's) maximum mana.
This means the amount you drain will scale with how much mana you have, as well as not going over 20% of your target's maximum mana. If 20% of the target's maximum mana is MORE then 40% of YOUR maximum mana, you will only drain an amount equal to 40% of your maximum mana.
