It's the new mount implementation. Magic carpet is an item that takes up backpack space, while mounts aren't anymore. While changing the carpet into a "teach mount" spell that disappears upon use, would work, but it wouldn't make a lot of sense mechanicwise.

Personally, I wouldn't mind them changing all mounts to vehicles, as long as they added those to the mount pane instead of having them be items.
Here's why: We'd have the capacity to have general mounted combat.
Imagine: A tailor gets a pattern that allows him to "embroider" a thread into his carpet that adds a "Speed Boost" ability to the vehicle.
An engineer gets a "Hydraulic Boost" kit that he can put on his chopper that allows it to double or treble its jump distance.
A blacksmith learns to make Saronite War Shoes for his charger, giving him the Trample ability on his standard mount.
Now, I'm not saying it's cool about the bug that's causing people to fall to their deaths. But the fact that Blizz made the carpet a vehicle perhaps points to future plans that could be rather interesting...

No, flying carpet sits in my mounts tab along with all my other mounts.
I think main reason it is a vehicle is because of the mounting stance you take on it...
if you look at all mounts they have one mounting animations, which is to stradle it. Where the carpet and bike each have their own.
The 3 seater mammoth is a vehicle because it can carry two others.
