Well, for me , it seems like the tank's repair bill is like hunter's ammo right now, in that its solely the tanks responsiblity for most cases. However, if you are in a fail group that causes wipe after wipe after wipe, I feel like you should be allowed to charge the most troublesome character for it. Most times they won't pay you, though when my hunter was in the huntard stage (thank god, i had people help me out rather than just call me n00b) i would pay to help make up for the damages.
In others words, good idea but in most cases won't happen.

generally speaking, the cost of repairing plate (mail till 40) is just a hidden cost you got when you signed up for being a warrior. Like coston said, with a hunter you need to pay for ammo, and with a priest/druid/etc., you need to pay for reagents... and so on. The repair is your cost, but if you have a fail group you can always feel free to leave if it isn't worth your time/gold

First off, no, you don't have the right to charge random people for your repairs, even if they suck, even at level 80 when they should definitely know better.
Second, there is no such thing as "massive repair bills" until you get to level 80 and start stacking epics. This is why I laugh hysterically when people are running Gnomeregan or Uldaman or Ramparts or Utgarde Keep and whine about repair bills.
"Massive repair bills" means "we're learning the Hodir fight and we've wiped twenty times tonight and are looking at another twenty times tomorrow before our special-needs children finally learn how to avoid Flash Freeze". When you pay 200+ gold a night in repair bills for what are largely other peoples' mistakes,
then
you might have a legitimate complaint about repairs. Whether you
should
is another question, but I'm afraid wiping a few times in Heroic UK while wearing 187 blues doesn't even come close.
Also, there's no such thing as a "fail group" at level 26. Most people are still unfamiliar with their class and how it works. They lack offensive and defensive cooldowns to deal with unexpected situations. You are probably not a very good tank, and your healer is probably not a very good healer. Nobody will have decent gear, and you'll end up playing with some people who don't understand how group dynamics work (even very simple things, like "let the tank pull" and "don't pull aggro"). This is the risk you take when you join groups at low levels. If you're not willing to assume that risk, or have patience to suck up a few wipes, you should stick to solo questing.

So my question is, especially if for example u hav a fail group (i kno u can just leave, again, i'm just saying) should u charge them for ur sevices? At least so far as to help cover ur repair bill.
absolutely not. what is it about the tank role that would deserve having others pay for your services?
yes, the repair bills suck, but it's no different than any other plate class. in fact, when i was fury the bills were even higher with 2 x 2h weapons.

Will never work for heroics. Raids, eh maybe. Guild runs I generally use the guild repair option especially if we try new content. Though honestly, it's really not that much gold. You would spend a far greater amount enchanting / gemming new gear that you would get.
If it's a big issue, don't roll with fail pugs in heroics. If you happen to wipe before the first boss, just leave.

A one-death repair bill for me (warrior tank here) is roughly 11g. Less than what I make from a daily, and a lot less than I make from selling
these
babies. It's no big deal if my group is working on progression and is actually giving it a good try. But when we are on farmed content with our core raiding group and, say, no one heals Incinerate Flesh, then I get mad. I'm not the only one with a repair bill, either.
