/cast Intervene; Charge
/assist
/target mouseovertarget
/startattack
First press (if mouseover help, or targetting help, does intervene, then targets their target
Second press will be set up to charge right after, or simply charge if looking at enemy to begin with.
Not 100% sure if the /target mouseovertarget line works or not, I cannot test this myself right now.
EDIT:
Here's the macro I personally use (I rrarely use mouseover macros):
/cast Intervene; Charge
/assist
/startattack
Actually, my full macro is:
#showtooltip Heroic Leap;Heroic Throw;Revenge
/cast Intervene; Charge
/assist
/startattack
/cast Heroic Leap; Heroic Throw; Revenge
