I've read that i need to be hit/exp capped then focus on mastery->parry->dodge. I'm still in blues and such so don't expect much. I mainly need direction. I use Mr.Robot to get reforge ideas and such but it wants me to reforge all my expertise away(yes, i checked force hit/exp in the settings). Don't I need expertise and hit or am I misreading on elitist jerks?

Expertise and hit are there for aggro control, whereas mastery, dodge, and parry are there for avoidance. Reforge and gem how you feel fit. I've been doing avoidance and haven't had any aggro problems.

Actually the main goal of expertise and hit is to have a steady rage income, which in turn lets you use your shield block/shield barrier more often and in a more stable fashion, thus both reducing overall damage taken and the smoothness of damage intake. I personally go for both hit and expertise caps followed by mastery, which gives me plenty of rage for plenty of damage reducing stuff.
(+ it doesn't hurt to be top DPS on every single trash pack with 4+ mobs)

Messed around with mr robot a bit for ya. Change the stat weights to:
Dodge: .85
Expertise: .85
Mastery: .85
Hit: .85
Parry: .75
Leave everything else. That'll keep your hit at 7.5%. Your expertise will increase over time with gear, 9% will do for now.

No no and thousand times no. First of all - dont mess with the weights unless you know both the income and the outcome.
Why dodge so high? Why higher than parry? Dodge is much worse than it was in cata and even than we favoured parry. (dodge has higher diminishing returns)
As for the op. The warrior stat weights are slightly different than paladins, if you looked you would see its
Mastery
> hit = exp > parry = dodge (it should be parry > dodge, also exp is twice as good as hit pre soft cap)
Also worth noticing that STR gives more parry than it used to.
In entry gear you simply dont have enough ratings to reach the caps. The weight should concentrate on reforging dodge into much more useful stats.
The logic behind such reforge is that the avoidance stats have random effect, have diminishing returns and require a lot of rating points to get 1% of a stat, while hit/exp are dont have diminishing returns (beside the caps) and are much easier to stack (need less rating for 1% - less than half).
I other words. Yes, you are misreading EJ or it just doesnt talk about entry level of raiding.
